Radiant Rune of the Storm
Radiant Rune of the Storm is a Spell Rune found in a chest in Crumbling Farum Azula, From the Garden Courtyard site of grace, drop down to the area below to the northeast and progress through the section until you reach the round elevator tower far to the north. Drop off the elevator on the middle floor and jump down to the roof on your left. The rune is in the chest guarded by a Stormcaller enemy. It can be consumed to receive ultimate storm-based sorceries.
